Haddon Alford is a Junior Partner at Commonwealth Economics and has been with the firm since 2019. He advises both public and private-sector clients on the administration, compliance, and financial performance of projects supported by local, state, and federal economic development programs.
His experience includes Local Tax Increment Financing, Mixed-Use and Signature Tax Increment Financing, the Tourism Development Act, Project Development Initiative grants, the Kentucky Business Investment Program, Industrial Revenue Bonds and other incentive programs. He works closely with developers, municipalities, financing teams, and government agencies to ensure that projects remain in compliance with applicable statutory, contractual, and reporting requirements.
Mr. Alford also advises clients on projects involving complex debt-financing structures, particularly those closely tied to economic development incentives. Through ongoing financial analysis, compliance oversight, and coordination with relevant governmental bodies, he helps clients evaluate project performance, address potential compliance issues, and maximize the value of available incentive programs. His work has contributed to the realization of more than $160 million in recoverable project revenues.
Before joining Commonwealth Economics, Mr. Alford worked in congressional politics and assisted with product feasibility analysis in the steel manufacturing industry. He graduated cum laude from the Darla Moore School of Business at the University of South Carolina, earning Bachelor of Science degrees in Finance and Marketing, with a minor in Political Science.
